• From 2027:
All vehicles without a label, even if registered in the province, will be restricted — unless registered inside the city of Valencia.
• From 2028:
Full restrictions apply — including Valencia residents with label-less vehicles.
📍 A Large Zone, Under Camera Surveillance
The ZBE will cover nearly 28 km², which includes most of the city of Valencia.
Access will be monitored by cameras, and violations will be automatically fined.
✅ Who Can Still Drive in the ZBE?
If your car has one of Spain’s environmental labels, here’s what you need to know:
- B, C, ECO, or ZERO label vehicles: Free access with no restrictions
- Valencia residents driving “A” label vehicles: Can still enter until 2027–2028
- Tourists and renters: Most rental cars in Spain are ECO, C, or ZERO — no entry problems expected
If your vehicle doesn’t qualify and you’re not a resident, plan alternative transport starting December 1, 2025.
⚠️ Fines Begin December 2025
Automated fines will be issued from December 1, 2025, for unauthorized vehicles entering the zone.
While the fine amount hasn’t been officially announced, similar low-emission zones in Spain (like Barcelona or Madrid) issue penalties around €200.
